Cria um novo usuário. O endpoint serve tanto para staff quanto responsáveis.

Email é obrigatório (usado como login).

UUID para tornar a requisição idempotente. Requisições com a mesma chave em até 24h
retornam o resultado cacheado. Veja Idempotência.
